It is kinda like Pixar and Disney (even though I think they just had a set number of movies they would do together). It also knows that it may have the sole know how of the magic that makes Halo the great game that it is. So I believe that Microsoft didn't really have a choice in the matter. Because of Halo, Microsoft is on the right path to making a possible Billion off of the Halo game itself. Microsoft did the right thing not to rock the boat and let Bungie make a little bit of money with other consoles also. Well,
